The first stop for every soul that passes away is the Department of Death in the Land of the Dead. The Department Of Death is a very large business, which organises travel packages to the underworld for new souls.
Employees of the Department of Death are all there because they lead a bad life, and to get through to the ninth underworld, they need to pay off their debt. One way of doing so is by working as a reaper fro the Department of Death. Manny Calavera is an example of a soul who needs to pay off his debt.
However, there is a deep web of corruption within the Department of Death, organised by Hector LeMans. Souls who deserve tickets on the Number Nine are being tricked into walking while Hector keeps their ticket for himself. The Lost Souls' Alliance is an underground movement attempting to end the corruption within the Department of Death so that souls can get the travel packages they deserve.
- The D.O.D. sells travel packages to newly dead souls trying to travel to the underworld (It may do more, but this is all that we are shown).
- Thanks to Rubacava, we now know that the D.O.D. is based on a real building. After meeting Tim Schafer at his office, Rubacava was given the address for the building it was based on, and managed to get some photos:

- This is a very big business. Don't be fooled by the fact that you can only visit 2 of the floors - this place is huge, and Manny's floor is only one of them.
Judging from the size of the building, and the amount of floors below Manny's floor, there must be hundreds of people like Manny.
